In any case on this subject let us be clear!
In the great majority of the French firms, the data processing specialists do not take part or too superficially in the meetings of guidelines.
Even with the best will, they are well badly placed to try to preserve in the course of project a more or less moving course which they do not know precisely.

If it is completely true that the exclusively technical management of the media technologies projects leads irremediably to the failure, it is a little riding to leave the only responsibility to the data processing specialists for it. The technological projects have consequent impacts on the structures and the roles of the men like on becoming to it firm. With the context of uncertainty in which we have struggled for a few years, it is not conceivable any more to imagine all to provide for at the time of the preliminary study, so detailed and specifies is it. Major decisions of guidelines will have to be taken during the course of the project.
Who makes these decisions? As in the majority of the cases, the technicians are with the control, the only selection criteria relate exclusively to the technical sides, the respect of the deadlines and the budget appropriation.
The managers and the future users, the functional people responsible, could consider other aspects, of command strategic and functional, nonvisible by the technicians.
They are armed indeed better to make the convenient decisions. But for that it would be necessary that they are implied a little more narrowly in the middle of the projects.
It is unfortunately far from currently being the case.

The managers prefer to be held with a sizeable distance of the technique and summarize usually their contribution to the sempiternal question: “Be to You where? ”. (Note: With their discharge, it should well be recognized that media technologies relative of an impressive quantity of technological concepts all obscurer the ones than the others. And with the first access, the beautiful one seems quite difficult to deflower for that which does not have a technical solid foundation.
In truth, the task is not as difficult as it appears it. So for the data processing specialist it is essential to be dived in the middle of each concept, it is not the case for the other actors. Only a level of comprehension being expressed in terms of use is necessary. Isn't their field that of “How?” but well that of “Why?”.)
