Note 1: Let us not forget that they are the men who make the decisions. They will not be able to go in the desired direction if and only if:

1. They find an area of agreement between the fixed mission and their personal objectives.
   
2. The risk of the decision (makes the estimate of these consequences of it) is always correctly evaluated.
